I was thinking of this aspect of games before. No game is the same without its soundtrack. Try playing one of your favorite games with the music off and it may almost feel like a different experience. (One notable exception is Fallout 3. There is not much of a soundtrack to the game. I mean, there is a soundtrack, but the "almost" lack of music works well in that game. Of course, the music of GNR works great, too.)
Point being, what game has your favorite soundtrack? And you can interpret this question in one of two ways; either, what game has the best album that you enjoy, by itself, while not playing the game, or, what soundtrack fits best and progresses the game's atmosphere the most (or essentially, a soundtrack you appreciate only while playing the game). Or interpret the question in both ways. Or find your own interpretation of the question.
After a lot of thought, one of my new favorite games I have been playing, I think I have to give it to Assassin's Creed II. I am actually listening to one of the songs off the soundtrack, right now. I like this song that much.
