Thats like asking what painting or what statue do I consider to be art.... they're all art, some are just more "artsy" or just outright better than others.

Bioshock. I have dreams of rapture to this day since I first played it a year ago. The world, the diaries, the work, the philosophy, the characters... Bioshock is the definition of art.

All of them. It seems to me that art is a creative format that has the primary purpose of being enjoyed. Like all other art forms, most are bad art, and among the good end of the spectrum, most are pure entertainment. As for "high art", I'd qualify any game that tells a good/great story (assuming it's well designed, of course...unplayable games can't tell their stories after all), especially if the story incorporates gameplay, and I'd also say the very best of the pure entertainment counts as well.

I'd say Knights of the Old Republic 2 qualifies--despite the bugs and cut content...damn you, Lucas Arts!--for how much effort went into the story, even going as far as using the gameplay as a major plot device. Want to know why the Council fears the Exile?
The story states they fear her because others will almost mindlessly follow her into battle--your party members regularly wonder why the follow you into situations they are against, and she becomes more powerful through those battle. They fear her because she's a party leader and because she levels up...because she's the main character in an RPG!

Every game is art in a sense (I base it mainly of quality), so real quality art I'll give you. My best game experiences -

Ocarina of Time
Half-Life 2
Shadow of the Colossus
Super Metroid
Metroid Prime
Total Annihilation
Starcraft
Super Smash Brothers Melee
Lineage 2 (early chronicles)

There the only ones is my greats list so far.

All games may be art, but that doesn't mean all art is good. Case and point, most of deviant art and Duke Nukem.

The only game that moved me the way I think truly great art should would be Silent Hill 2. It's probably the only game that not only moved me, but stuck with me for years after. That's a game that changed the way I see the world, I can't name a single painting in the Smithsonian that did that.

If we go by everything else. For example, all movies, books, music and paintings are considered art then I'd have to say all games are art as well as I see no difference but, if we go by a specific definition of what art is, which would mean that only a select set of movies, books, music, paintings and games are actual art and the rest aren't then here is my list. I read the definition of art on wikipedia is something that 'Art is the product or process of deliberately arranging items (often with symbolic significance) in a way that influences and affects one or more of the senses, emotions, and intellect.' Well, if I went by this, it would seem to me as though anything could be argued art. In this sense, art could also be subjective. For example, someone may be influenced emotionally by becoming sad during a game but, another person plays the same game and finds that their emotions have not been influenced. Anyway, this is just getting stupid and really unnecessarily complicated. I'll just mention games that moved me in some way significantly at some point.

NOTE: These are the ones that come to mind at the moment. There may be many more that I just can't think of right now.

I agree with Kahunaburger. They are all art.

Now, they may not all be good art. But bad art is still art.
I am of the same opinion as you. The medium itself to me is art and always has been.

But... To people wanting more of an arty game, I recommend my favourite game, Another World. It's simply wonderful when you look at the game and take everything in. It pioneered a lot of things in the industry and served as an inspiration to many of the auteur's today.

I've got a long list, but at the very top would be ICO. I looked forward to playing this game for months, feared that it was overrated and I would suffer hype backlash, and it still managed to blow me away. In fact, as much as I love SotC, I still hold ICO as the superior game.

There. I said it.

The ones made by small developers, because they start out with a vision. As soon as that fades away for money symbols than they are no art anymore just entertainment.
