Even if they are doing it to look cool, it still helps. Also, why not find out what people are using power for instead of trusting they aren't abusing it.

That is exactly what many people do. Usually, the rebels dont give a shit what they are intending to do with the power, they just hate the fact that they have it. Do you know how often a police officer is found out to be corrupt? Close to never. They are investigated every year, and they have to take any complaint against an officer investigated thoroughly, whether they like it or not.

The people who hate the government don't care what is happening, and if they hear a rumor about someone they will never look to find out if it is true.
