And then there's Thrill Kill, which also looked like it could have been a lot of fun. Thankfully, its engine still got used in other games.
Played the leaked/pirated version back in the day (don't complain, i was young and lured in by the whole "so violent it got banned" thing, and it's not like i could've payed for it anyways) and it was certainly fun.
It wasn't a good game, being kinda ugly and having VERY stiff controls, but it was different from any other Beat Em Up, had some ridiculous moves and characters and due to that, was very addictive in multiplayer.
Never got the "too violent" thing anyways, i must've been 11 or 12 at the time and while i wouldn't say that it was "okay" for me to play i still ended up being more amused than repulsed and it felt mostly silly to me, dispite being dark and grimy.
Also, it had the best use of alternate costumes for a character ever (one character could not use his arms, depending on the costume, either because he is handcuffed, in a straightjacked, or had his arms being SAWN OFF)

Come on, True Crime Hong Kong. It was literally ready to ship. Then Activision pulled the plug.
And hey, it actually looked great. I've always been fond of the series, glitches and stupid plots and all.
Trailer looked nice, and although i think it wouldn't have been a stunningly great game, it still probably was fun, especially as a cheesy action-y alternative to LA Noire
----------------------------
As for me:
Killing Day: The Guns-Akimbo Shooter by Ubisoft that was first shown when the PS3 was first revealed. Looked Pretty slick, very much like John Woo's Stranglehold in first person.
The Witcher: Rise of the White Wolf: A sort of "remake" of the first Witcher Game for Consoles with lots of redesigned enemys and locations, as well as a new interface and a new combat system. A straight port would've sufficed, and that sounded even more awesome
Dead Rush: A game by Treyarch for the PS2. Openworld Zombie Survival Horror with a focus on driving or in short: GTA with Zombies. Not mindblowingly stunning, but the trailers looked like a lot of fun.
Faith and a .45: Third Person CoOp Shooter that is highly inspired by the Story of Bonnie and Clyde as well as old Roadmovies. And it would've been a Love Story. Looked pretty cool and the concept of a "Romantic Shooter" was awesome enough by itself.
But most of all:
Falcone: Into the Maelstrom: Combining two of my favorite Genres, Space Combat and FPS, Falcone for PS2 and Xbox would've let you play as a Space Pirate, gathering teammates and breaching spaceships INSIDE AND OUT to hoard valuables. Also promised extensive Multi Player Modes. And looked pretty nice:

The Space Combat/Shooter Formula was later taken on by "Mace Griffin: Bounty Hunter", but that one sucked. Somehow, i'm still hoping someone makes this game.
