What is the game with the best AI? Singleplayer and bots

Taking into account singleplayer, and 'instant action' style arena match bots, which game do you think has the best AI?
The one that sprung to mind for me was Gears of War. The AI could always find good spots to take cover, and I think they would even retreat a little if under fire.

I've always thought the original F.E.A.R had great AI. In fact, that's one of the things it's most praised for.

I thought the bots in Bioshock were excellent, I loved the way Little Sisters would hide in the little vents and the Big Daddies would wait outside and then bang on the wall to signal them to come out, and how they moved the Little Sisters behind them for protection when under attack.

Halo two in the first level on hard mode I could just let the marines take care of the others

I've never found a so-called AI that fit the definition. No offense, it's just not out there.

Okay, a number of you are gonna jump at me for this, but let's stop the rash claims and techno-babble before it begins. I know what it takes to prove or disprove the intelligence of a computer as per AI capability. For those who don't know, it's called a Turing Test. You have to pass it to be considered a true AI. ("I want to be a REAL boy!") I don't think any have yet, and I'm fairly certain they're not playing games either.

Alright, maybe I'm being tetchy, but to me...being an AI means simply...that you're a thinking machine, learn-capable with different nuances and approaches to keep the player on his toes. Hasn't happened yet. Rather...nothing that isn't merely what the creators of the games put in has happened yet. For every game, all the game effects tick by like clockwork, and not according to - if you'll excuse the pun - deus ex machina.

Because I can't see them working out in current games. Let's see... Fighting games. Simple enough. You have an AI fight with some style and variation in moves as a real person would. Perfect! Oh wait, no, no... What's this repetition of attacks, performing the same action like a robot? Nope! This AI is a glorified If-Then statement. And hey...how about that FPS-whatever game ('cause it's any of them) that allows you to - without fail - lure enemies around a corner and BOOM, HEADSHOT! While that'll never get old, an AI system it doesn't make.

So, the game with the best AI...will be the one that connects to the internet and fucking Skynets us. 'Till then, the only computer brain we've got running is the one running motor reflexes and the quick-and-easy instinctive responses.
