STALKER Shadow of Chernobyl isn't that difficult, even on Master. It just involves an entirely different style of gameplay than you use on easy. Clear Sky is, but only because of how much the devs changed between versions.

I'm going to throw out Oscuro's Oblivion Overhaul, but that may only be because I never played it enough to get the hang of it.

YES! I could avoid hitting my friends until level two. The level when you're rappelling down the cliff face, or something like that. That level would always end in toad on toad violence.

Ikaruga. I had to be 15 or 16 at the time. That shit tore me up. My dad bought it for me on a whim one day, and a week later we took it back, we just couldn't deal with it lol.

You see, in other city builder games made by Impressions Games, the people could actually be satisfied with where they lived. If you gave them food, water, shelter, culture, and diversions, they were happy.
Not in Caesar, oh no. One second there's massive unemployment, the next there are too many vacancies. They complain about being bored, you give them theaters, then they complain about food, you make more farms, and it all equals out to a vicious cycle of unending unhappiness.
If I was living in ancient Rome, I'd be hard-pressed to leave a city with clean water, a steady food supply, and gladiatorial combat.
