Well, technically, I have no idea what this avatar is made to represent.
On one hand, it says that Mr. Nasty, the man behind it all, is prone to dressing like a member of the Hoodz.

Either that, or it's a member of the Skinz. Though I'm betting on the former.

I thought it was just a close-up of one of the gang member's mask in order to show you how bloody and dark the game is gonna be.

Thing is, if I recall correctly in the instruction book, there's a photo of the very same member on the page detailing what Valiant Video Enterprises really is, whereupon it is signed by Mr. Nasty.
