The main character almost always dies and justice is never served. You're meant to love to hate noir for that very reason. I'm pretty sure everyone was meant to scream at the game when Roy spoke at your funeral.
When he went up to make the speech, and I saw the Superintendent up there (the one who was part of the SRF) I was like 'NO! SOMEONE SAY SOMETHING!' but they didn't. It was sad for that reason, as Cole died for nothing, it seems. That's why I found the ending weird, that's never really happened in any game I've played...apart from maybe Roach and Ghost's deaths in MW2
