Well, besides some of the games mentioned already (I guess?), it's a toss up between Dragon Bride and Corruption of Champions...

Explaining the latter would spoil some of the "wonder" of finding stuff out on your own, so I'll just describe it as "Fetish: The Fantasy RPG Game"...

However, the formal is about an evil wizard king who tried to rid the world of [noble] males so that he can be the only existing male able to get the princess pregnant, basically... only the spell he used also turned him into a woman! So now, he has to use the power of "growing a purple penis" (Futa-something... I forgot the name of the "forbidden" spell...) in order to concur/rape the rival nations in order to find the princess's [true] location so that he (now she) can impregnate her...

Yeah... REALLY had to think for this one, since I rarely call a video game "strange" to me...

Noby Noby Boy was... odd.

You're a worm in some weird static slab of land in a void somewhere and you eat stuff, and then... uh...

Ah fuck it, I can't explain this shit, here's the video;

I can't express in words how bizarre that looks, so I used a webcam to take a picture of my expression.

Whoever made that game must have been either high or Japanese.

Cargo, the quest for gravity. No contest.

Oh I know there's plenty of weird games, but a game about kicking man-babies for fun(a currency) to buy parts to build vehicles to go look for various debris that contain gravity, because the world has been destroyed and gravity is now a rare commodity... yeah doesn't really get much weirder than that.

Did I mention man-babies dance and rhyme and enjoy being kicked around?

Imagine my expression when I played the damn thing. For example the controls of the front and back end of the worm are set to each analog stick seperately. I couldn't handle more than 20 minutes of this game before my brain started melting.

How has God Hand not been mentioned?

You play as a guy that tries to save a woman from some demons, and get your arm cut off in the process. The woman then gives you the God Hand in it's place, a hand with nigh-unlimited power, which you then use to go kill a bunch of demons with.

Enemies include, Demons, guys in leather, dominatrixes, clowns, a Demon dominatrix who can use magic to turn you into a poisonous chihuahua, a gorilla in a luchador mask, robot strippers, men who fire energy-charged Mohawks at you as projectiles and an overweight demonic businessman.

To be honest, it's probably Okami. I don't play too many odd games, but this one had it's share of moments.

I mean, there's the "Lucky Mallet", which is a magic, slightly sentient hammer that shrinks people. As an uncultured American, I can't really explain that one.

Then there was Oni Island, which served as a fortress for a being known as The Dark Lord, and also an expansive obstacle course for minions. Which was governed by a floating sheet of paper, also sentient, named Tobi. When you first meet him, he's hostile, seeing as you're here to kill his boss. But as you race with him through the obstacle courses, he slowly grows increasingly impressed with your skills, and eventually becomes friendly. Towards the end of the level, he's killed for abandoning his post, which he did in order to help you complete the level. I can't stress enough that this character is a sheet of paper. And he has an entire character arch in a matter of hours, which concludes with his tragic death.

OH, and there's the fighting instructor who's head flips around like a scene from the fucking Exorcist when his mood changes. Like, it literally just flips up-side down. His mustache turns into a giant single eyebrow, his chin becomes his forehead. AND NO ONE EVER QUESTIONS IT.

And I can't forget Waka, the french immortal ninja who I'm pretty sure was a Timelord.

Then there was the bit where a girl has dreams leading her to a particular spot in a bamboo grove, which turns out to the site of her BURIED FUCKING SPACESHIP. I'm not even kidding. This fantasy game about feudal Japan is actually full of holograms, spaceships, and aliens.

So yeah, Okami actually takes this spot pretty easily. Awesome game, though.

Most of the strange games I wanted to bring up, have already been mentioned.
Except for every game in the Shin Megami Tensei franchise.

So I'm calling dibs on Lucifer's Call.

"Oh, hey, another JRPG. Is that a bad guy? Guess I'll have to save the world again. *10 minutes later* Huh... So, we kind of couldn't save the world. In fact, everyone except the bad guy, my teacher, a reporter, two of my friends and myself are dead. Except their souls are still floating around. And the world is populated by demons. And Dante from Devil May Cry is here for some reason."

"And the world wasn't as much 'destroyed' as it was just ripped to pieces, with each piece being turned inside out and gaining a living sun in the center of it."

"Also, Lucifer himself visited me to shove a demonic insect down my throat, in order to turn me into a half-demon."

"...Aaaaand I just saw a demon that looked like a molten penis."

I don't know what the developers were smoking... But I need some!

I'd have to say that it is, without a doubt, Sonic Labyrinth.

It is quite possibly the worst Sonic title ever, even worse than Sonic '06 because at the very least, they had something tangible there; they just, for some reason, decided to f*** it up royally.

In Sonic Labyrinth, you control Sonic on a slanted perspective plane akin to Sonic 3D Blast except Sonic moves incredibly slow. It's almost as if he has weights on his feet that prevents him from going faster than a slow stroll. You can also do the dash spin for a few seconds and roll down a slanted region to gain a little speed, but you do not move fast and you cannot jump (at least I don't recall any jumping). Everything is designed to be akin to a pinball table, full of bright lights, slower moving enemies, bumpers, and flippers.

So what's your goal in this Sonic title? To collect keys in order to open a door, and go to the next level. All at crawl speed and with no clue or indication as to where you can find the keys.

Why? No seriously, why? This is not a Sonic game, hell, it's not even a fun or enjoyable game. The fact that this game was even released and can still be played on the Sonic Gems Collection is proof that someone hated Sonic so much that they were willing to tarnish his good name. Hell, maybe the guy who made Sonic Labyrinth was somehow involved with Sonic '06.

Freak Out, AKA Stretch Panic. A game where your magic deamon scarf allows you to stretch anything in the game environment. Also, your enemies are incredibly busty women. Like, their breasts are 3 times the size of their head. They also rotate like helicopter blades, enabling them to fly. No, really.

Thread check and mate.
I don't know how this didn't come up sooner... It is literally the first thing I thought!

It seemed like some devs were testing new physics engines and mechanics and thought 'that's great! Lets make a game with that!'. Nothing seemed to fit, it was just plain weird!

I've given this some more thought, and I think the strangest game I've ever played was actually this:

It's called Super Galdelic Hour, and it's for PS2. It's kind of like... naughty Teletubbies?

https://www.youtube.com/watch?v=Dpl-v6ZJQic

I imported it straight from Japan many years ago, before deciding I needed to reevaluate my life.

Standard Bits really stands out for me. You play a pixel wandering around an abstract map; and that's it. Exploration is a joy tho. It's like a lo-fi version of Proteus, but I enjoyed it much more than that game.
