Well I've logged the most hours with Oblivion, but I think Bioshock would be the most "fun".

Just Cause. I stole a car, drove off a cliff parachuted after my target running away while shooting at him, stole a helicopter in mid air while shooting and shot at him some more, jumped out and landed on the car and threw my target out of the car and ran him over..... FUN

It's a glitchy as hell game but it had loads of charm for me too. I really enjoyed it. The little game that could, if you will.

Fallout 3 and Ghostbusters were good times. The Arkham Asylum challenge modes provided alot of fun, too.
