Last King of Scotland for sure. I totally forgot about that one. Still the most disturbly accurate depictions of an insane ruler.
Not to mention a truly stand-out performance by Forest Whitaker. That film was all the more chilling for his amazing depiction of Amin.

Gonna have to agree with everyone on Old Boy and I Saw the Devil
Volcano High is another great Korean film for sheer fun

Pan's Labyrinth fantastic

On another note... seemed to be a lot of love for Darren Aronofsky films above... ie Requiem, Black Swan... but no love for his Debut "Pi". My favourite film of all time. American, but not well known.

So many more.. but if i keep going i won't stop.

A lot of the ones I was thinking have already been said but I'm a big fan of Jet Li's films particularly Fearless and Hero. As a Brit I'll mention a few home grown ones as well: Trainspotting, Attack the Block, Shallow Grave off the top of my head

Technically I'm British so this film isn't foreign, but what the hell.

When the Wind Blows

I saw this film in school when I was 10. An amazing film spending half the time between an elderly couple reminiscing about the 2nd world war, and the other half spent trying to survive a nuclear war that is totally beyond their comprehension. Using an interesting combination of stop-frame animation and 2d animation to wonderful effect.

Plus after the end of the lesson, photocopies the pamphlets that were shown in the film (and they are genuine pamphlets) were given out to the class. I cannot impress upon you how moving this was to a somebody who had never considered the concept of nuclear war (as the USSR had broken apart a few years earlier). And it still is a very powerful film today.

Oh also the Original Funny Games. The American remake was almost dead on, but still its a classic.

Probably Three Idiots (not sure if that's the title or just the translation). It's a Bollywood film about three guys studying to be engineers.
