Teary Eyed in these situations, never started sobbing.
COUPLE SPOILERS!!!
In no real order

Toy Story 3
Up (More heart warming, less teary for me. A good emotional ride.)
I am Legend (the dog's death)
Crash
Babel
Pan's Labyrinth (this one got to me more than any other)
Jin Roh: the Wolf Brigade (favorite anime movie)
Seven Pounds (great movie, but no one can tell you about it)
Pursuit of Happiness (Yes, I know that I have three Will Smith movies on this list)
American History X (I wouldn't call my reaction crying as much as shock in the ending.)
Stranger Than Fiction (got to me a bit, right before the end)

Holy shit I am a baby in the theater. o_O
I highly recommend these to those that have not seen them.

Haven't seen, but highly recomended and teary:
AI
A Beautiful Mind

Alot of these I havn't seen. And someone metioned a Video game that had made them cry or close. So what video games or anime have made you come close or cried?

Naruto - 3rd Hokages funeral (reminded me of my grandpa's)
Games - I can't think of any.

Bridge to Teribethea.
Band of Brothers. (Not a movie but fuck it's sad!)
Toy Story 3.

That's it. Other movies made me really sad though, like Saving Private Ryan.

Half Life 2: Episode 2 (after i picked my jaw up off the floor)
Red Dead Redemption (Same as Half Life)
GTA 4

Games don't really make me cry.

Million Dollar Baby and Gran Torino made me cry, and Barefoot Gen (when I wasn't pausing it to go look at fluffy kittens so I felt mildly better).

(Seriously, if you ever do watch Barefoot Gen, have something like Daily Squee at the ready. You will need it.)

If you want to throw books into the mix. My fiance mentioned the works of Ray Bradbury. Namely, "And Then There Will Come Soft Rains."

Toy Story 3. I cried twice. In a crowded cinema.

But I wasn't the only one :D.

Gameswise... Bioshock 2...

For movies:

The Big Lebowsky.
I cried because of how good it was. A brilliant movie, fantastically written and with the perfect cast.

For a series:
The Prisoner.
It made so little sense and at the same time was so great, it made me cry. There has never been and probably never will be something like this.

SPOILER ALERT

Admittedly when you start playing the aftermath of the main story TO Red Dead and begin rebuilding the farm, there is a bit of a sign over it all saying "DOOMED TO FAIL"

The end of LotR: Return of the King made me cry. Hell made my mum cry. I dunno why. Just something touching about it.
And then to cheat because I feel like it, the end of House season 4 made me go "BAAAAW ;__;".

Lion King when I was a little kid. When Mufasa died and Scar was telling Simba that it was all his fault. "Run away and never come back". I cried twice in Return of the Jedi when I was a kid. When Yoda died and when Darth Vader had his mask taken off. "You were right about me... Tell your sister... you were right" freakin loved that part. Came very close at the end of Toy Story 3. Was with a bunch of mates so I had to hold back haha

Forgot... Fellowship of the Ring when Borimir died and Return of the King through the ending parts.

If you haven't seen it you probably think I'm crazy but it had a really sad scene near the end... In fact the whole 20 minutes before the end was sad.

Taking Chance, Marley & Me, Up, Hound Dog (it's not about a dog, btw. Dakota Fanning is amazing in it) 'n I dunno what else. Those are what come to mind first. But to each their own.
