I know it's a strategy game, but the federation doesn't declare war.. They defend against insurgents, and sometimes war is declared upon them, but they don't declare it.

The game AI is generally quite true to the race's personality, and there are all sorts of modifiers in place that punish and reward you to play in that style (the federation gets a big morale drop if you declare war, whereas the Klingons get a boost). I play as Romulans since they are a devious race and you get good morale boosts for both peace and war, and you don't get penalised as badly for breaking a treaty.[/quote]

I NEVER honor treaties when dealing with CPU players.
My last game of civ 5, I literally had a Pact of Cooperation with EVERYONE I MET, and a Pact of Secrecy with EVERYONE I MET against EVERYONE I MET.

Honour is for wusses. That the Romulans also have, arguably, the strongest unit in the game, the Warbird II, also made them attractive. They're great at spying and sabotage too.
