Doesn't really matter, just do what any regular idiot would do in a fighting game, look like you're having a seizure while you button mash your way to fighty time glory. ^_-

There are others, for example...
Gill (Street Fighter 3) - regardless of what others say, Gill is not "cheap". Gill is what a boss should be, difficult. Sure, most of his attack hit twice and thus gave him a bit of an attack boost, but he's still very manageable.
Demon Hyo (Project Justice) - another boss that was just difficult... unless you picked someone like Kyousuke, or Roberto. Then you could easily wipe the floor with him.
Dural (Virtua Fighter) - like Gill, Dural is hard but she's not all that bad. Dural is one of those bosses that will plat out just beat your ass for no reason; no power-ups, no "wtf?!" like tricks, just pure unadulterated ass-kicking.
Jivatma (The King of Fighters 2006) - a balanced boss in an SNK game is saying something. Outside of his ridiculously long reach (and one low attack that tracked), it's very easy to make short work of him... or it, or... something.
Kain R. Heinlein (Garou: Mark of the Wolves) - Kain's more or less the model for how bosses should be. He's not difficult at all, but he can kick your ass.
Abyss (Marvel vs Capcom 2) - Abyss is a joke, especially if you have projectile characters. Only his third form may give you a problem, and that's simply because of his elevated hitboxes (and the one move where he summons a bunch of demons out of the ground). But even then, he (or it, rather) is laughable.
Then again... there are very few tha play fighters as much as I do.
I'll say this much more then I'm out, those of you who play Blazblue, you're gonna have a ball if you ever try Score Attack and make it to Black Ragna...

Smash Bros. does that, at least the first bit. It's not severe enough to really discourage spamming, but it's there. How it actually applies to bosses varies; bosses are either other characters and therefore subject to this (although they have a complete moveset, so it's not that much of an issue) or monstrous things with health bars, probably not subject to it. What if in a fighting game if you use the same attacks over and over they get weaker?
And attacks are stronger as you vary it up? this would certainly help against the bosses i mentioned becuase they only use about 3 moves
