Seems odd...

My guess would be on one of the three following:

- Error in your steam cache, making it think you're missing files and re-downloading them even though you have them.
- Full Disc, game was just 2GB too big to fit on the disc so they added that as an online update. Unlikely though.
- 'Subtle' DRM, simply force the user to download 2GB of vital data and you make piracy somewhat more difficult.

More like "WTF my Internet service provider" there isn't really anything Steam can do about that, is there.

I suggest you find an internet cafe that has good internet, ask it you can log into steam on their computers, download it there, copy backup to your external hard drive (you should have one already for backing up) then take that home and "recover" from your external hard drive.

Also, the OP mentioned a "cap" on their Internet usage. I'm going to go out on a limb and say they're using Comcast, a company known for capping the amount of Internet their users have, and is also known for pretty much being the only Internet provider in some regions (which is why they get away with that sort of shit and still have paying customers at the end of the day).
Comcast... Cap... I've never had issues with going over caps where I am. Must be a regional thing.

Vault, I sincerely will tell you to blame the developers and publishers. Why is there no more testing before release? What the hell happened to eliminate testing? I'm pretty sure books don't sell with some chapters missing or movies with green screens being seen in the final release. >:-\
