Same for me only put me in Skingrad where I can study Destruction magic and practice restoration on my own while adventuring in the near by caverns hunting goblins and whatnot :p

Anywhere quiet, simple, peaceful,serene, and most importantly green or with a lot of greenery.
This can also extend to sea-side villages, and tree-top villages.
(That wont eventually be torched, or torn asunder by evil.)

So a lot of game places are open for me.
(Of course I'd stop over at Hobbiton, for some really good food first. =D)

Balmorra from Morrowind (after Dagoth Ur's defeated, of course). It's big enough to feel secure, but not so big that it's easy to get lost. You've got various shops and temples to cater to every basic need, guards and a nearby Legion fort to protect against criminals and beasties, and it's got a Stilt Strider port for quick and easy transportation to other major settlements in western Vvardenfell. Best of all, the sewer system isn't choked with goblins or Dark Brotherhood assassins.

If the ME games are anything to go by, I can just do a conrad verner and make enough money to live like a king by poking around in crates.
