I'd probably go for Moira Brown (non-ghoulified version) if it was someone from Fallout 3. Personally, I never found her continued optimism to be annoying.

On an obscure note, that Asari who you meet both in ME1 and 2, both times in a lab of sorts that you are threatening to blow up or something like that. She's an Asari of course, and after getting such a rough deal from Shepard, I think she deserves a break!

Oh and theres Garrus, he's an awsome guy, tough and yet at the same time sweet, particularily when he gets flustered with some of the conversation options in Mass Effect 2, I seriously melted for him right then.

Honoroable mention to Ezio from assassins creed 2, before he got this silly puberty beard, he was hot, and that voice....
