At the point where Shepard stands before the council, before he's even made a spectre, claiming the Reapers are coming to herald the galactic apocalypse he'd had only a single vision. I'm pretty sure all dialogue options lead to this proclamation, though I rarely reload conversations to try different options as it really breaks the flow of experiencing the story.AdumbroDeus said:1. Fair enough on threat level, but still, after the damage it caused with the attack on the citadel, it was definitely a threat on at least the level of the krogan or rackni, which deserves to be taken seriously. And considering what a pain they were to be dealt with, that deserves to be taken seriously.
And how is the geth memory core hard evidence? I wasn't aware that the Geth were all-knowing? I mean their whole race is split into two factions, that sounds to me like they're subjective guys who have opinions that aren't always true. Less emotional and thus less prone to dismissing logic perhaps, but still fallible.
And Sovereign's attack was just that. A single attack. Devastating sure. But still a single attack. There weren't any enemy worlds full of soldiers preparing a second attack. There weren't any other massive enemy fleets attacking other parts of the galaxy (at least not more so then the raiders and pirates already in existence everywhere.)
Don't get me wrong, the council could have done better. But they're still a political organisation leading the entire galaxy. And as far as political organisations go they're doing a pretty damn good job, even without the fact that they've got a HUGE amount of territory to oversee and HUGE amounts of cultures to keep into consideration.
Seeing all the other stuff the council probably has one their plate I think that, with the knowledge they had, they did exactly the right thing. Stick a single dedicated spectre with a team of specialists on the case and see where it leads whilst keeping in mind that it likely is a wild goose chase.
