Probably hand the title off to a friend of mine, so I could assume the role of abusive power I actually want. (Namely, Minister of Fiction. First policy: hold all Bioware employees in the Motivation Pits until they make KotOR 3)
Well on a practical side: Give money and make programs to get money to the poorer regions and areas.
Impractical: A mandatory worldwide 5 hour dance party. At least once every month or so. The slogan would be, "Are you excited for that time of the month?"

If you purge the heretics, then everyone who stifles the opinion of others, wouldn't that then also include you? So wherever you purge everyone to (including yourself) wouldn't you just have to do it all over again, over and over until there is no land left to purge to? But! I suppose further ideas are good, how about george carlin's ideas on how to deal with 'incurable' criminals? I'm sure there'd be a lot of corruption in the determination of who's 'incurable', so I'd have to think up a multi-branch system for it that checks and balances out.
I'd fund science first and a security force second. Being god-emperor of the world'd be nice for peace, but there's always someone who disagrees with you, a standing army would be required. Just not a large one.
As I would be in control of essentially all money, I'd have to look at all resources, all money, and have to tell everyone that we can't have money be equivalent to resources unless we get renewable energy going. As resources dwindle, the value of money dwindles, but the value of said resource goes up. Seems like a slippery slope.
It would be rough at first yes, but I would create cheap easy transportation across the globe. Turn deserts into farms, with rotating crops so as not to spoil the land, and while I completely understand there is wildlife present that would have to be pushed out, I really hate to say that as much as I feel conservation is important, as God-king I'd be forced to consider humans first. just sucks

Probably sort out the damn economy so everyone can get more money, then develop my own space programme to colonise the moon and mars forming the 'Greater Human Empire' which I would run from my super palace full of secret command rooms and high tec stuff like a holodeck.
Oh boy I don't know where to begin. I know that destorying Fox news and 4Kids will be on top of the list but I have also have think about other stuff like the ecomonics, funding, celebrations etc.

Well first off i would destory most of the worlds settlements, maybe all of them, including the big cities. i would replace them with one metropolices per existing country, in which everything is supplied and everything is produced by clean energy. this way we could leave the natural world be instead of turing the planet into a giant city with a mine and farm next to it >_>
i would bring back natural selection by getting rid of certain branches of medacine, specifically vaccines, as well as other stuff depending on what i find during my research. the populations getting to big and something needs to be done about it.
I would also bring back "the process to becoming a man" becasue there are far too many wussy men that don't know how to attract women, or dicks who treat women like shit because they don't know how to be a man. this has to stop.
Then i would personally arm myself with very powerful weapons and destory the EU first off and then every corrupted media outlet thereafter. the ability for some people to use media power to convice people to be more stupid is not only immoral, it is making out species more stupid and dissalowing us to progress intelectually.
I would get rid of government and country prejudisms, stopping all countries from being dicks to each other and make everyone realise life would be better if we worked together.
I would also get rid of all debts that any country has to any other country, as well as weakening the worldwide idea that economy is the best solution to everything. buisnesses would no longer be buisnesses but services which would work to serve others rather than earning themselves all that money that they don't need.
Next i would reinforce science as a key part of society, it would help us advance our understandings and allow us to move larger populations to newly terraformed planetoids such as mars and our moon. i believe we are not the type of species that should live on one planet and use up its resources.
Then after the world is all sorted and we have rediscovered a safe balance between life, nature and science, i would resign as emperor leader king of the world or whatever knowing that i have done good for humanity and our planet =)
