Sure there will be issues, I mean a terrorist with a healing factor would make for an insane suicide bomber, but wouldn't a cop with skin of steel be a very good cop?
One thing I highly doubt though is that we would get a Billion super heroes running around. Mainly because i believe its harder to be a hero in real life.
And for the love of god people, if we don't have the technologie to make Iron-Man, Sentinels, or Teleporters today, we will not have them tomorrow. So any suggestion towards the such is not within the spirit of what I am asking.
