Look around and pick it up, see if a persons ID is in the wallet and see if i can return its contents. Yes, lame but if its just money by itself with no one around and i didn't see anyone drop it, the game changes.

If there's is a way to return the wallet to the owner, I would return the wallet and all of the money. Except...$1000 is alot of money.

If the owner is right there i give it to him.
But if he isn't around i take the money, wipe of the fingerprints(just precautionary) and drop the wallet

I'd probably check for ID first. If there was ID, I'd give back the whole thing, complete with everything that was inside to begin with - I have way too much of a conscience about that sort of thing, and I'd always be thinking, "What if this had happened to me?"

If there wasn't any, I'd take the cash and bus pass if there is one. I have bills to pay, and I can't even afford bus fare.

I would most likely either try to find an ID and see where the person lives or give it to the police station so they could find the owner of the wallet. While having $1,000.00 would be nice, I would feel bad later for taking the money.
