the bill stated that it will be illegal to stream or post any copywrited content on the net. That includes music, games, movies, etc. so, what will happen to the internet community if it gets approved?

You pretty much answered your own question.

This is american bill or international one?
Because I like watching arcade game tourneys over the net (especially when people I know are competing to be the best player of DDR or something xD)

I honestly doubt it'll happen. Like what the guy said in the youtube video, massive business will shut down, it'll be a major hassle to get all the videos off the net, and generally it was a bad idea anyway.

It's illegal to post copyrighted material now.

The difference if S.978 gets passed, is that while right now it is up to the copyright holder to take offence at what you're doing, the bill makes it law enforcement's responsibility to prosecute such as felonies.

This is going to be put down like the recent attempt to make selling games to underage kids illeagal, it's an infringment of the amendment and a violation on freedom of speech.

Of course it's American, no one else would come up with something like this.
I honestly don't get the obsession with trying to turn civil matters into felonies.

Not like the bill will go anywhere though.

Other countries don't have intellectual property laws? Stuff like this is passed in America because no one gives two shits about breaking the law on the internet. Considering most of the stuff you will see illegally uploaded or streamed online is from America, American companies have the most to lose. In response, it's going to be a felony (it will pass.)

For the record, I'm not particularly for the law, I just understand why they're doing it.

Unfortunately, it doesn't. Copyright infringement is not protected by free speech; it's called copyright infringement for a reason. There is a narrow set of circumstances where copyrighted material can be used under what is called "fair use" -- mostly things like parody and using short clips for news stories and the like -- but congress has been whittling away at those rights at least since they passed the DMCA. This law violates no higher laws that I am aware of, it's just that laws like this are outdated and unenforceable in the internet age, and it's going to cost a lot of money and ruin a lot of lives if it gets passed.
