I agree with this if it's because of some cheap trick the boss can use. Like Jinpachi in Tekken5 with his stun, 60% damage 'laser' and that attack that heals him.
I disagree if you mean one of those 'normal' Ninja Gaiden 2 bosses, they just require that you learn his or her attacks. I averaged at 15 deaths per boss but with some practise I know I could come out of some boss fights without ever losing health.
My most annoying experience is most of Ninja Gaiden 2, but the complaint is for every game with this.
Enemies are too random, they weren't placed in an intelligent manner to provide a fair but difficult challenge.
I mean, imagine the following fight: archers with explosive arrows in a large area without cover.
A good game would add some normal ninjas to increase the challenge without it turning in to a luck based encounter. Even some stronger dual-sword ninjas or a few magicians would give a challenge without being cheap.
Ninja Gaiden added wardogs with explosive shurikens and katanas. Wardogs attack faster than Ryu, so the encounter was nothing more than blocking and hoping the archers missed while I used the scythe to kill the dogs.(it was the scythe or the kusari-gama, because if you focus on one dog the others will not wait, both are slow and leave huge openings for an explosive to hit)
