Horror movies are frightening because they're on a non-interactive medium where you experience what the characters are experiencing.
But with horror games you have control so it just does have the same effect.
On the contrary, I'd say it has more of an effect for me. A horror movie can only be so scary, because of that disconnect between me and the protagonist/s. A horror GAME on the other hand, well I'm pretty much sitting in the drivers seat. The main character is suddenly an avatar for my actions. Someone else isn't being chased down a hallway, I'M being chased down a hallway. I find it MUCH more effective!
