No, the Uncanny Valley is the point where going further up in the photo-realism scale causes us to notice the unrealistic more and more. This is why a well drawn 2D character looks more human too us, then a low polygon 3D model, despite it´s added realism of the third dimension. And a high-polygon 3D model, where things are just slighly off, can be even more uncanny. And yes, anime girls count, since they are a display of a human being, they too fall under this line.
And, seeing people stand completely inanimate exept for their breasts, is definately in the uncanny valley, since the animation has been purposefully added to make it more realistic(or appealing, whatever), and instead made it weird and unfamiliar. THIS, is the Uncanny Valley. The picture whouldn´t be so weird if it wasn´t for the animation.
But I´ve seen this Animation style pretty often actually (taking a still picture and moving, flexing and bending stuff inside it to make it look like it´s moving), and it is always borderline creepy.
On the wierd factor, this is how I know Japan to be. If I ever go there, I´ll find the next japanese person and tell them that "Anime, Hentai and Movies depicting Japan make your Country look like it´s full of freaks!". I know that Japan can put out alot of weird stuff (they are probably responsible for 80% of all fetishs imaginable), but seeing this...this is probably just false advertising. Japan is quick to sell with the sex factor, even when it is a blatant lie.
