Kudamon from Digimon Savers/Data Squad. No question on him, and my avatar agrees.
Savers was my return to the series after the long gap from Frontier, which I still enjoy. Then, when I saw this Digimon with Commander Sampson, and Marcus's comment of "Hey. What's with the talking scarf?" in the first episode, he quickly started becoming my favorite.
That said, I can agree that some of the games are not as enjoyable as they can or should be, but not to a crippling extent in most of them. All they need is a touch more attention to the story, as the OP said, and if I may be so bold...
A release on a next gen console after the PS2's Data Squad game. I would be in line on Day 1 for a Digimon RPG that played like The Elder Scrolls, Red Faction Guerilla, or Dynasty Warriors.
