I suppose if everyone did it, then it may not be. The entire game would be reduced to a game of chance timing about who could press the B button fastest, but it wouldn't be a balance issue. But its existence does mess stuff up. Namely, regardless of whether or not everyone does it, a game of skill suddenly turns into a game of the B button. In this case, melee, which stuns your enemy for a second (a great idea, really), but also does enough damage that you can basically just go up to someone and mash the B button to kill them. The more common tactic is the two-piece, where a melee is directly followed by a direct shotgun hit. The two-piece would actually be a great tactic, but since the melee does so much damage in the first place, it's really not at all difficult to pull off. On the flipside, you also get a bunch of noobs who will not even shoot at you unless they can first melee you.
