These places would all be dead boring. You need more than just a concept like the city having a high crime rate for the game to actually be fun and interesting.
I don't want to see another big Northeastern/Midwestern style city again for a while. Chicago and Toronto, while they seem like good ideas, would just be too similar to Liberty City. Detroit might be a bit better, but I'm not sure.
I'm skeptical about doing London, mainly because the original London expansion packs for GTA were abysmal, and also because The Getaway took place in London and, while impressive that so much of London is in the game, it was dreary and drab looking and pretty uninteresting once you got over the novelty of it.
New Orleans is actually a pretty good idea, Vegas isn't bad either. Washington DC I like, it's quite a unique looking and feeling city and I could imagine it making for some very interesting stage designs, missions and plot points. Another one I was thinking of is Hong Kong, it's a much more impressive looking city than Tokyo plus it's island based which Rockstar just love. It'd also be nice to drive on the left for a change.
