Where should the next GTA be set?

I'd say Dubai. Great scenery, an incredibly dissatisfied group of second-class citizens, and some of the world's most mixed up priorities. I don't know much about the actual crime there, but it sounds like an interesting possibility.

yes
where if police catch you committing GTA style crime, you spend a few days getting brutalised in a prison and then deported.
police there have no need to mess around

On Mars you could put up areas that are designated by domes and you could be stopped and unlock them some way. It could also explain the instant 4 stars if you go into one. Also Cars are cool. But A Mech being customisable would be epic. Wide body trim Bigger guns etc

And hey its not the US which is getting a little old. especially for our non-American players here :)

Out in some rural farm area, like where I grew up. Suburban area surrounded by farmlands and grains and cattle. Imagine being chased by the police, so you turn onto the road that leads out of town and duck into a corn field. Something like that. Yeah.

Edit: My basic reason for saying this is that GTA is usually all about criminals progressing through ranks and getting up to the top of some criminal organization or what-not, but the suburbs don't really give you that option. Crime is more hectic, perhaps gang-related, but no big organizations. It would push the series into some new territory story-wise

These places would all be dead boring. You need more than just a concept like the city having a high crime rate for the game to actually be fun and interesting.

I don't want to see another big Northeastern/Midwestern style city again for a while. Chicago and Toronto, while they seem like good ideas, would just be too similar to Liberty City. Detroit might be a bit better, but I'm not sure.

I'm skeptical about doing London, mainly because the original London expansion packs for GTA were abysmal, and also because The Getaway took place in London and, while impressive that so much of London is in the game, it was dreary and drab looking and pretty uninteresting once you got over the novelty of it.

New Orleans is actually a pretty good idea, Vegas isn't bad either. Washington DC I like, it's quite a unique looking and feeling city and I could imagine it making for some very interesting stage designs, missions and plot points. Another one I was thinking of is Hong Kong, it's a much more impressive looking city than Tokyo plus it's island based which Rockstar just love. It'd also be nice to drive on the left for a change.
