The critical issue with a Zombie game is Player to Zombie ratio. A zombie game requires humans to be vastly outnumbered by Zombies. Some players want to be zombies, but some isn't enough. You'll need a huge mass of NPC zombies to fill in the gaps.
The game should be 99.95% NPC zombie, with human players able to jump in as a strong, fast, and intelligent zombie. Have a shuffle ability to blend in with the shambling mass of dumb AI undead and go unnoticed by the confident player who thinks he's dealing with mindless critters. Then you launch out of the shambling horde at top speed and attack! Keeps players on their toes.
Zombie movies are not about survivors prevailing over the undead. The zombies are who we're rooting for, we want to see the survivors DIE. The game needs to be incredibly unforgiving on the survivor players, essentially, the "hard mode" of the game. The survivor should never feel safe.
