Berlin.

Maybe East Berlin and West Berlin could be two seperate halves of the map, essentially forming two separate cities in the game.

I'd like to see them give Vice City a Miami style make-over the same way Liberty City was redone for GTA IV. Maybe make it modern day and not quite a direct sequel, so it mentions some of the goings on of Mr Vercetti, but you play a separate story as someone else. I like the idea of a game over the original three 'islands', but it would be a monumentally huge task for Rockstar to do that without downsizing some of the maps or putting it on multiple discs (which might as well make them stand alone games).

Another triple city set up with Vice City, Washington DC, and New Orleans built in proximity. With actual towns and wilderness in between

not outside the US
because if they take something that is not in the us people will freak because rockstar sooooo misrepresent their country

but taking a us redneck and putting him/her into Paris and make everything ridiculously French could be funny.

so you want the game to be set in the 50?

otherwise this would not work and this way it will essentially be low-tech fallout

Berlin in the 90s however would be awesome(ignore all previous posts), you could wander from one illegal nightclub to the next, be constantly blasted with techno and go on a killing spree during the love parade.

Hmm... good question.

If we're talking present day, then I think a place like Moscow or maybe a Russian area composed mainly of St. Petersburg, Moscow and maybe Poland. This might also work if its set in the 60s or 70s.

Also, I think Chicago, of any era, would be cool to do GTA stuff in.

Yokohama or Naples, Italy might also be new and interesting settings.

How about Atlantis? You know... the underwater city...

Let's see Rockstar pull that off. HA!

Nairobi. Seriously, I have never seen such variety in a city. The difference between rich and poor areas is sudden and jaw-droppingly shocking.

Actually, that could work very interestingly as a near future GTA. Maybe the Berlin wall is rebuilt, maybe for a different reason this time, and your character is caught in the middle of the two opposing sides.

Baltimore or St. Louis. Doing something midwestern would be different. So far its just been the coast.
I like this answer. The games have been on the coast quite a bit. I understand the differences between the Midwest and the coast, but come on...In St. Louis, as far as underbelly goes you have biker gangs, and other tough gangs. There are cities I would love to see in this here in the Midwest, but why do a large city? It could be a game where the city is smaller, but you can travel to 3-5 different ones, therefore making up for it like GTA4 with it's islands. You think the military power runs rough on the coast, get 6 stars and try to outrun napalm brigades as you run through a cornfield with nothing other than a pistol and what little dignity you have left.... I went too far there... It'd still be awesome though.

Ooh, I just thought of two more places that would be awesome.

Atlantis or Narnia. Just imagine it.
