Paragon City. Or maybe Gotham.

Clarification: I think it would awesome and potentially hilarious to play a GTA game in a comic book world where you are the common crook with no powers.

Amsterdam! I can't believe no-one's brought this up before. actually, let's make that the whole of the randstad.
there's a big ass airport, the docks of rotterdam, business districts, politics in the Hague, the red light district, lot of foreigners for funny accents and they're handy for having a lot of different groups to pit against each other...
and our image of rampant drug use should be easy to exploit for a story of course. you could play a brit with trouble at home so he came here to get away. kinda like kent paul in vice city, that type. that would also remove the language problem, they'd talk english with a brit.
only problem then is that english with a dutch accent sounds terrible XD

I want more than anything to go back to Vice City. It'd be great to go to VC in modern day and de-throne Tommy Vercetti. :D

Personally i think the GTA series might be more interesting if it was set in Panau and Rico and the guy from vice city teamed up... I'm just sayin.

I think the whole "it can only happen in the U.S." thing is a bit of a misnomer, insofar as crime and hypocrisy are everywhere.

You also have to bear in mind that although the GTA games have analogies to the real world, they are just about non-litigous to NYC, Los Angeles, etc. to get away with it. I'd like a GTA set in Paris, but it would be so obviously Paris I don't know if they could run with it.

I was going to suggest London myself, being a Brit and all, but then I remembered what driving in London is actually like. You'd spend a lot of the game stuck in traffic and running away from the cops for not paying the Congestion Charge!

Somewhere not in America. Srsly. I'm not being anti-American, but think how awesome it would be for GTA to take place in say....Paris, France. or Tokyo, Japan. Or Tauranga, New Zealand. All GTA games should be in Tauranga. I want my house to be video game famous!

You mean the same Rockstar North that is based in Scotland? They've done a good job of America, they can do a perfectly good job of anything else, particularly if you consider the almost obsessive amount of research that Team Bondi have put into making L.A. Noire as authentic as possible. Whilst I'm not saying they shouldn't set it in the U.S., I've never seen a convincing reason as to why they should have to.

And I'd second Amsterdam, it's a big city of drugs and hookers which fits in with the GTA mantra quite nicely. And they all speak English there. I wouldn't mind them stretching it out with a trifecta of cities again, based off of other European cities. Monte Carlo seems like a good pick. I'll probably be happy with whatever they think is best though.

I'd much rather see another Red Dead style game, set anywhere in the world, than I would a GTA one.

Paris. I want to shove someone off the Arc De Triomphe, drive my car is slo-mo through the stained glass windows of the Notre Dame,to jump off a plane and land arse-first onto the Eiffel Tower, and to visit the infamous red-light district of Paris. We need a new, less crappy 'Saboteur'.
