Probably Anvil, from Oblivion. I love the ocean, and always found it peaceful... that's why I always get Benirus manor when I play it.

I can't believe someone remembered Anvil, it was my dream town
But since I played Mass Effect I must say Citadel, for all the reasons above + you can teleport halfway across the galaxy in a tank to get home.

Anyway, I can't really think of anywhere where you're not likely to encounter massive amounts of potentially unsettling drama. Most cities in videogames either end up significantly the worse for wear or have some kind of dark secret.
