Whom ever is least annoying! ...jk Left, although I just think she's just not ugly. But I think that you're thinking about asking one of them out since neither of them are considered a "good looking" girl.
I will vote left unless she is under age and you are a cop. If that is the case, I like neither as I am attracted to my own species foul human.
Edit: after looking at the pic again it seems the one on the right loses points for not looking at the camera (eye contact), and posture does not look as confidant. I may also deduct points for possible fake smile and gloves that do not match her other clothes.

Dude, Why...seriously? To be perfectly honest, regardless of the board you put it on this sort of thing should be kept to 4chan.
They're both cute, but personality is the kicker for me. Take a 6-8 with a stellar personality and she'll beat out a 10 with an unsavory personality any day.
Having said that I suppose the point of the experiment is to have to choose one based solely on physical looks from this one photograph. I choose the one on the left. Though they one in the back with the water bottle is a good choice too as suggested in a post by @ravenshrike

I'd say the 'eye contact' of the girl on our left looking into the camera is going to sway a lot of folks, but personally the smile of the girl on the right looks broader and more genuine to me, so I'd pick her... (though I might go for that one in the orange with the water bottle if we could see her better)
