Which video game has the best music?

As we all know, video game music is becoming bigger better and more memorable as each year passes.

While many of us can name a game that contains a single great piece of music, or perhaps even our favourite piece, I want to know from you which game has overall the best soundtrack. Which game has the most consistantly good pieces of music?

For those wondering, my choices would be either Shadow of the Colossus or Final Fantasy IX.

Final Fantasy VI -- The opera scene is the most memorable part of this game for a damned good reason.

I've gone on record stating it before, and I'm doing it again. I say that Scott Pilgrim vs. The World has the best game music. With Brutal Legend at a distant second.
