It is David Tennant as The Doctor.
His name is The Doctor. "Who" is only the word that was uttered by The Doctor himself in the second episode of the first story arch that aired on November, 23, 1963.
His soon to be traveling companion, Ian Chesterton, called The Doctor, Doctor Foreman, because The Doctor's granddaughter went by the last name of Foreman as a ruse so that she could attend a human school.
Ian: So Doctor Foreman......
The Doctor: Doctor who?
And ever since, most times when The Doctor Introduces himself to people, they say, "Doctor who?"
I just had to get that out there. I cringe every time somebody says "Doctor Who" when referring to The Doctor.
