"Hottest" needs to be defined. Are we talking sheer beauty, or personality and looks combined or what?
Because I think Cleopatra might win just for being noted as history's most beautiful woman.
Not that I have any idea what she looks like.
Besides, Hottest of all time is highly subjective.
I think there is a real difference between beauty and hotness.
I think a woman like Charlize Theron is more beautiful than she is hot.
I think Megan Fox is more hot than beautiful (If you paper bag her face).
Other women like Monica Bellucci or Olga Kurlyenko are extremely beautiful women.
Then if its about personality there are women like Zooey Deschanel.
Need more specific criteria for this contest.
It's all about preference.

In all seriousness, I don't really know. There are a lot of "chicks" out there, with varying degrees of hotness based on different aspects of themselves.
