I think that unless you're picking them from within their respective universes it's not even worth asking. It's like asking what's the best transportation vehicle, you can only really pick the best car, boat, bicycle, plane etc. then it just comes down to which mode of transport you like best.
I'd say within DC that Flash is the most powerful, also the only non-batman DC hero that isn't lame to my knowledge.
Within Marvel, I'm pretty sure Spiderman has the most OP powers if we assume that Peter's intelligence and ingenuity are powers and that someone with his powers isn't afflicted with his wit and personality. As far as power within the Marvel universe I'm pretty sure Stephen Strange or Doctor Strange takes the cake.
Within Watchmen universe Dr. Manhattan is obviously OP.
But technically Dr. Manhattan isn't a Super Hero because the term Super Hero is trademarked by DC and Marvel....
Batman. He has the coolest super power by far. He's rich.
Think about it, spiderman goes out beats up a few baddies but he has too get home at a reasonable time because he needs to go to work in the morning. Batman? He owns his own company he does not need to work. So Batman can easily stay out longer and save the city, while someone such as spiderwman needs to get go to bed earlier.

OT again?: I'm tempted to change my answer to magneto in a act of seriousness as magneto can control gravity and has mass power but chooses not to because it would be unfair. And yes magneto is a hero, he fights for his ideals that actually make sense and wouldn't be a bad thing. Then you've got the fact that he is a good guy and blah di blah. He can control gravity. And spoons.
Superman is a Marty-Stu from hell, and that makes him the Most Powerful... Except that Doctor Manhattan could disassemble him on a molecular level, so I guess Doctor Manhattan wins.
Cool, I never knew all that much about the beyonder. I think the most I ever saw of him was in the 90's Spiderman tas. Not really the best thing for canon. LOL Would you say he's about as powerful as the higher end celestials then?

I never knew Dr Strange was 'that' powerful. Is it the title that gives him that much power? And I knew Dr Doom nearly got there at one point.
Mephisto though, he's only really powerful in his own realm. And it's not so much raw power so much as arcane trickery. Like rewriting history or trapping someones soul.
I think under normal circumstances, he meant to be about as powerful as Thanos.
But Thano's went through that arc with the infinity gauntlet where I think he was more powerful than the one above all.
The greek God's have never been all that powerful as far as I can remember. The Asgardians are pretty powerful though, Especially Thor and double especially Odin. But they're still no really a match for Galactus.
As for Ghost rider. I thought it was just the 'spirit of vengence' or something. The ghost rider comics I read, he wasn't even the most powerful being in hell. In-fact, he was trying to escape it but kept getting dragged back down.
The Beyonder kinda got depowered after he started appearing in human form, which began in Secret Wars 2 (which wasn't very good IMO). He was still incredibly powerful, but not quite the God he once was.
Secret Wars is WELL worth getting, either in trade or digitally. Basically a group of the greatest superheroes pitted against supervillains. It was cutting edge at the time, because when it was set, the Avengers and X Men weren't allies, and so they don't trust each other. Trust me, it's worth a look, and worth the poor-by-todays-standard artwork.
Yeah, Dr Strange got most of his power through being the Sorcerer Supreme. I suppose now it's Brother Voodoo who has that power, although I don't keep up to date with it as much.
I'll agree with Mephisto.. I also think that even if he were that powerful, he probably wouldn't use it.
The Asgardians are powerful, but they all got taken down by the Sentry/Void individually. Sentry took out Ares, God of War, Loki, God of Mischief, and beat the hell out of Thor. Eventually Thor kills him, but it takes ALL of the Avengers, plus more help, plus the Asgradian power stones to take out the Sentry/Void
Ghost Rider is an odd one. It's limited by the human who is the Rider at the time... the human acts as a limiter to the power
I don't read much Ghost Rider, but in the episode that the picture above appears in, Johnny Blaze gets knocked out, and the full power of GR comes out... but does nothing , as the person Johnny was fighting (Hulk) only avenges the innocent (which Dr Strange and Reed Richards, weren't).
Luckily, the breadth of Superman's powers has toned down over the years and it's just intelligent application of his base half-dozen or so powers. And the point I was making about Greek gods is that Superman did not return to life due to any power. He simply chose to return. Resurrection of characters is not exactly uncommon and not all of them require continuity shattering events. In terms of raw power, Superman is up there, but isn't the best. The Hulk is physically stronger and more indestructible (being actually, properly unkillable). I'm convinced the only reason Superman beat him in Marvel vs. DC was due to popularity and not actual power level. Captain Marvel (aka Shazam) is pretty much Superman without the planet-dying angst meets Earth-patriotism. Hell, the two characters look nearly identical except for the costume and have nearly identical powers. Oh and Captain Marvel is not weak to a stupid green rock. All I'm saying is that Superman is not all-powerful, he's simply "all-popular".
Saying you can't kill Superman because he's Superman is not a power. It's proof of he's enduring nature as a heroic archetype. His unwillingness to give up in the face of seemingly insurmountable odds is what makes him a hero, but it's not a power.
...None of whom are superheroes. Also, they're all very limited by their roles, so while they may be extremely powerful in one area, they're useless in everything else.
OT: Gonna also have to go with Dr. Manhattan. It's tempting to go with Batman, though, as he has (provably effective) contingency plans for taking out pretty much every super-powered being in the DCU. Also, he killed a god and came back from the dead. Yes, when he killed a god he was being written by Grant "I'm fuckin' crazy" Morrison, but that doesn't make it any less canon.

Batman is the most awesome. Unarguably. But, Dr Manhattan is the most powerful. Doesn't matter that he's supposed to be over powered. That's kinda my point.
I forgot his name... he was a bit of an obscure Hero.. Or villain I can't remember but I do remember he destroyed things just by talking, and he said a few words and almost destroyed earth. I WISH I COULD REMEMBER HIS NAME.. I think he was a mutant
