Stalin, without a doubt. Not only did he kill a lot of people but he also was smart, calculating and had a clear goal in mind.

Stalin killed a ridiculous ammount of people. His own people.
I'm pretty sure it was over 500,000.

A more conservative estimate is 40,000,000, found here: http://www.religioustolerance.org/genocide4.htm but it's still greater the second and third worst genocides in history put together (which would make 35,000,000 people put together).

In terms of pure numbers, there's no argument to be had, here. They're all terrible, but Mao is the worst. Not least because modern Chinese citizens are still brought up to love him.

Hey, say what you want about other dictators, but I don't see them going around beating their enemies to a pulp with their bare hands. Scariest? Maybe not. Toughest? Easily.

Definitely Stalin. For one thing, not only did he actually exist and kill umpty-billion innocent people, he is also fifty feet tall and defeated giant Octopus Robot Hitler and his Martian army.

Easy:

Adolf Hitler, for being the most despicably successful, despite how amateur he really was.

Josef Stalin, for being the most efficient and hard-hitting, especially when it came to the Germans.

Kim Jong Il, for being the most pathetic, while simultaneously worrisome at the moment.

NOTE: People really don't know what they're talking about when it comes to Stalin. Stalin (and by "Stalin", I mean Yagoda, Khruschev and Yezhov, who were the ones who actually trumped up arrest quotas) didn't kill anymore than 20 million people, and the liberally-minded replacement Beria put a halt on the excessive repression of perfectly loyal and hardworking citizens and officials, freeing hundreds of thousands in the process.

Mao Se Tung. Hands down. Converted the worlds most populous nation to communism, starved off one in ten of them, executed hundreds of thousands if not millions, waged numerous border wars of expansion...almost destroyed Chinese Culture in the Great Cultural Revolution.

Mao and Communist China killed more civilians than Adolf Hitler and Nazi Germany killed Jews. Seriously people...

Let's not forget one thing that puts them beyond Hitler or Stalin.

Mao's Dictatorship still exists.

well if hitler didn't break the non-aggression pact he made with Stalin. Or if he didn't invade berlin. If either of those didn't happen then "WW2" woulda been french-german war of 1942
