I dunnoo... I mean Rock is pretty inanimate. So is Scissors. But Paper flys around in the wind. So it could give old rock a good slapping before being blown away completely. Rock and Scissors would just sit agasp at Papers audacity.

That and no one actually specifies the amount of paper. It could be like an entire tree's worth of paper. And it just sits there laughing menacingly.

To look even deeper into it, what is their motivation? As we all know, will is a key factor to every aspect of the human/wooden/stone/paper being, and could quickly turn the tide in battle.
For a practical example, rocks need something to put them in motion, they cannot move by themselves, as already pointed out by dathwampeer and your kindergarten teacher, so rock would need something to get it going. What is that? Is this a battle to the death? Or has Paper and Scissors kidnapped rocks family and are holding them hostage?

These are all factors that are needed to be taken into consideration.
Too look even deeper into it, you need to know what terrain and in what location they'll be fighting in. A rock rolling down a hill could easily hit another rock and and lose automatically. If it rains, then the rock will have an easier time breaking through paper. And if it's very very cold, the scissors could freeze and not be able to close.

And also, what is the shape of the rock and how big is it? Is it a pebble, or is it a huge boulder? The same can be asked for the paper and scissors.
...And to go even deeperer, we, as humans, might have misunderstood the whole dispute completely.

im gonna have to cut in here and say that i agree with thenamelessguy, the answer is definately rock, we already know it beats scissors and, to quote a facebook page, "paper beats rock? well you stand there and hold up a sheet of paper and i'll throw a rock at you and we'll see what happens"
BUT this might be a translation error! "Paper beats rock?" only refers to the english version, as for an example a number of scandinavian versions are, directly translated, Stone, Scissors, Bag! Maybe is it a paper bag, and the english "Paper" is derived from that?

Or is the european Stone, Scissors, Bag a completely different style of this very advanced martial art of the hands?

I'd like to see Tails (with his Sonic Adventure 2 Mech/Aeroplane) fight Fox McCloud, who can switch between fist/laser gun fighting, using the LandMaster and flying an Arwing. Why you ask? Because there can be only one (primary representation of foxes in videogaming).

Also, Gordon Freeman vs. The Doomguy. I know all the geeks here would say "Freeman ftw", but remember, what Freeman fights is nothing compared to the eldricht horrors that the Doomguy mows down. They are well out of the league of any of the lobotomized drones that are Freeman's domain. Of course, he does have the advantage of the suit, and maybe his booksmarts will let him overcome the Doomguy's probable street/warzone smarts. Or maybe not.

The character from my book, basically a demi-god on earth who, every time you kill him, comes back stronger, vs a guy from my friends book how is basically Dr Manhattan. We imagined it would be a bit like the scene from X-men 3, where Logan is trying to stop The Phoenix... Yeah, my guy is Logan lol.
