Without him, a GTA game is incomplete.
Great shout. And if it wasn't for Tommy Vercetti, I'd agree with you. Claude was strangely a decent character, mainly because his blank muteness allowed the player to project onto him whatever personality they liked. And Tenpenny was just a bad-ass.

So, yeah:
1) Tommy Vercetti
2) Lazlo
3) Claude
4) Officer Tenpenny

OG Loc baby. He is gangsta!

Probably Lazlo honestly. I tend to spend a lot of time listening to him whichever game he is in.
Lance Vance needs an honourable mention.

Phil Collins of course (VCS).
Closely followed of course by Catlina: she should've been the protagonist of San Andreas.

Oh man Tenpenny is a great choice. Whoever voice acted for him is incredibly talented.

YES!!! I always listened to his stations more than any music station. His commentary made the games.

Brucie was a hilarious character (keep in mind that people like that aren't funny irl) but in the game he fit perfectly

Samuel L. Jackson, sir.

I'm going to cast my vote for Roman Bellic. The guy remains positive but realistic about life, and has his priorities right. He seems like the best guy ever to hang out with or go trolling for women, and I really get tired of Niko countering every positive thing he says.

You're yanking my Johnson, surely?

'tis not Johson I yank, sire.
Good Lord.
Hold my Tom Collins, my John Thomas is on the Shiavone again, and there's not even any yankery!

I see that Sansha has already beaten me to it, but yeah, <a href=http://en.wikipedia.org/wiki/Samuel_L._Jackson>Samuel L Jackson. To make the character even better, Tenpenny's sidekick, Pulaski was voiced by the late great <a href=http://en.wikipedia.org/wiki/Chris_Penn>Chris Penn. Now that was one hell of a pairing. Whoever made the casting calls on those two deserves a medal.

Woozie comes first easily.

And a not-too-far-second is CJ; Carl Johnson.

San Andreas was the best GTA. And still is.

who could forget Lazlo!
And Brucie, my favourite moment from GTA VI was going to the pub with Brucie, getting drunk, trying to drive him home on a motorbike which he fell off of the back of, and getting a text message telling me to pick him up at the hospital!
