Why are console games not transparent about their language options?

Why not? Does an English dub really actually improve a game's quality beyond just reading subs? Quite a few people tend to think that English dubs make a game worse What if it was a 90s anime dub quality? Or Chaos Wars?
Yes, I prefer the games I play be in a language I understand. If I wanted and could understand Japanese voice acting (and text), I could just import games at my leisure and not have to wait for a game to be localized. Obviously if I buy the English version, I expect it to be in English. Go figure..
But it IS in English. All of the menus are in English. All of the tutorials are in English. All of the system files are in English. The subtitles are in English. It's sold in an English storefront. Pretty much the only thing that isnt in english is the voice acting.

You're not importing a game directly from japan here, it's a fully localized product.
If it were FULLY localized, it would have English voice acting.
Fine, MOSTLY localized. It's not like voice acting makes that big of a difference anyway.
Voice acting makes alot of difference and having it in a different language only is worse than not having it at all. With Tales of Hearts R, I don't think you could even turn it off.

Fully localized = Full price. Not fully localized = Not full price. IMO.
