Ex-Commies.
Maybe its because the Politicians label them as bad because they tried to be more awesome than United States. Which was perceived to be an affront.

I have yet to see a japanese villain.

Really.
Ever watched an anime?
One called Speed Graper comes to mind. Every single Japanese politician is a sadist. The prime miniser is a monster. I mean really a monster.

Because most of the popular media is american... and they're still pissed at Russians since after the Cold War.

I'm Russian myself, and it's still funny to see our portrayal in movies or games.

Also, in reality, Russians were fucking pricks during WW2. And during the whole USSR thing as well. Because Stalin was technically at peace with Hitler at first, and there is supposedly some evidence that he did help Hitler during the 2nd World War with resources at first. And then he decided to backstab him so he could take over whole of Europe, which didn't happen. Thankfully. Because while Communism is a great system on paper, it sure as fucking hell doesn't work in real life. Especially in USSR.

Time to go back to doing evil deeeeeeeds... wait, is this thing still on?
Wait i thought Hitler back stabbed Stalin.
Just that Hitler wasn't suspecting a cold winter.

They did divide Poland among themselves.

As stated already, the Cold War left many Americans with the belief that all Russians are "evil commies". Unfortunately, some people still have this impression of Russians (even some classmates of mine, 14-15), and it's saddening to see so many still brainwashed by such simplistic stereotypes.

In fact, I've come close to smacking my US Govt. teacher because she constantly refers to all communist countries as "the evil communists". Actually, I'm still waiting for the surge of "evil" Chinese villains... -_-

in Sweden we have a statue of an armed king pointing straight to Russia (It's in the middle of Stockholm btw) that may not be the best way to release tensions.

communism ironically is the best form of government, it has just yet to work
Call me when you see it ever start to work anywhere or remove that "yet" in your sentence.

No really, due to all the anti-Russian propaganda in the cold war this is the image a lot of Americans and Western Europeans have of them and why they often are the bad guys (although this trend is getting decreasingly less popular).
Oi, don't you mix Europeans with Americans.
Communism actually works in a small village in France, according to QI. I forget its name, but apparently it works. I'll have to look it up

It's because Russia (and the Soviet Union before it) is the only force in the world capable of countering USA (not to mention completely obliterating it, along with the rest of the planet). Having so much power, Russia is able to act against the will of the US. The fact that they are unable to control Russia always angered the Americans. Russia has always been a thorn in their eye, shaking the foundations of "YEAH, AMERICA, WERE #1" thinking.

So the only way they can find some satisfaction and reassurance is in the imaginary world of movies and games where they depict the Russians as the evil guys, the main enemy who ultimately gets defeated (same thing for the Vietnam war).

Also, Russia is openly criticizing the horrible US foreign policy. the Americans now have to be brainwashed into saying "Nah, they're evil, i don't trust them! GO AMERICA YEAH!"
