Why Are Stoners Typically Depicted as Stupid?

Well most media corporations don't want to bear the wrath of parents accusing them for depicting illegal drugs as cool. They get enough wrath for depicting legal drugs as cool. Beyond that a vast majority of stoners are weak minded retards. You may have had the good fortune of meeting some of the more intelligent examples of stoners, but that may be in part the environment you live/work in.
College stoners tend to be more intelligent just because they had to get past the college entrance board, and do well enough in high school to not embarrass them selves. The stoners I have met at my past jobs were not as smart. Most of them had a poor work ethic and got fired or quit in short order. When I had to work with them I had to make sure that there was always a backup plan incase they failed at their appointed task. Then there is always the good old fashion homeless stoner, who I admit I don't talk to or interact with, but I assume he is pretty stupid.
As for your last question I don't do drugs for recreation. I try and avoid drugs as medication when possible.

My experience could be completely atypical because I've always made friends with intelligent people, and because correlation does not equal causation, but most of the stoners I knew in school were exceptionally intelligent. Still, we were absolutely retarded when high. It's difficult to think quickly and rationally when you're blitzed. The stereotypical stoner is high all the time, so they're stupid all the time.
In the case of Judd Apatow, yes, he is saying drugs are bad. He said as much on Bill Maher some weeks back. He doesn't think drugs are cool, so all the drug users in his movies are losers of some sort or another.
As for movies like Cheech and Chong and Harold and Kumar, it's mostly done for comedic effect. The guys in Harold and Kumar are actually very smart. Harold is an investment banker and Kumar a med student. They just get really goofy when stoned. Cheech and Chong are just absurd. It's absurdism to the nth degree. Who in their right mind actually thinks they could make a vehicle out of weed?
I think a lot of stoner movies are this absurdist kind of humor.

Because it's for comedy mostly. However, there is the stereotype that stoners are stupid, anyone who believes that should go read a couple of Hunter S. Thompson's books on politics (ok, he may have been completely mad, but no one could say that guy was stupid).

When you say slow, you mean stupid right? I have a question, say I do some weed once now and again, (but lets say the times I do it are few and FAR between) how long does this "slowness" last?The Hairminator said:

I dont feel any more stupid than usual when I'm stoned, I just feel that moving is really over rated. Actually, I do feel more stupid, well not stupid as such, I just cant be bothered to think/ talk. 
But yeah like everybody else said it's either for the funnies (see Pineapple Express) or because media ant to give it a bad image.
I think it's the same with most things in life; there's a mix. I know some people tho smoke weed an hash and whatnot and are very clever, funny people, and others who are idiotic annoying wasters.

OP, is this a serious topic? Have you ever talked to someone who was high? They're not exactly brilliant. I mean, not all stoners are stupid when they're sober, but no one's intelligent when they're high. Dur.

I have a friend who smokes weed on occasion, made it thru grad school with honors and now works with the government developing solar technology, so I can't really say all stoners are stupid. However I've known stoners who do nothing but smoke pot and watch tv who are an incredible bore to be around, don't add much value to the world, and yes, they aren't the brightest. I guess it depends on how stupid you are before you smoke pot, to determine how stupid you'll be during or afterwards.
