Every MSP on you account is money. It is like a bank - you give them money, they use them and pay you few coins for this. The only difference is that MS does not pay you a penny.

And marketplace product prices are made to make sure you will never have zero on your account. You pay for something you haven't got yet and this is just a huge money (if you combine all players) for free.

On topic - The system is in place to earn Microsoft more money basically - I don't see the problem as it doesn't effect the consistent buyer - only those that buy, say, one DLC pack ever. The points stack up so your always going to be able to buy your item and eventually have enough left over to buy a map pack or whatever from your leftovers - of course Microsoft hopes you spend these points on themes or gamer pictures.

Off- topic - PS3 fanboy's have nothing better to do than go on threads discussing the 360 and try to troll / turn conversation to the PS3...how pathetic...

So what do you do if you don't have access to a credit card? At least the other 2 are available to everyone everywhere. It could be another reason why some developers haven't put thier DLC onto the PSN. Kinda sucks to have the money to buy the game you want but since you lack a piece of plastic you can't.
PSN cards :D Though I'm not sure if they're completely supported, but I've seen them around.

I heard a while ago that they were going to start using them but I have yet to see one in EB, Gamestop, Walmart or Zellers here in Canada.

Yes you can. You can actually still buy original Xbox DLC for cash on 360 XBL. And some of the DLC available on original Xbox included Halo 2 maps, the KOTOR expansion, etc.

Maybe I'll do that to Aaron Greenberg or w/e that paid fanboy's name is. Then I'll tell him that the PS3 has a better payment system, and he'll HAVE to do something about it. Of course, this is while he's taking a dump but that went without saying.
