try installing ccleaner and run the registry fixer it might help with your troublesome anti virus it also has a program uninstaller that sometimes works better then windows
also try using a program called windirstat it compiles all your hardrive space and gives you and easy view as to whats taking up the most space. I assume you have norton because that is usually how norton reacts to being uninstalled try avast it works better and does not do stupid things to your computer.

Then your knowledge seems insufficient. Check the registry for references to the directory in question. Remove them all (assuming this is not a system critical directory), and reboot.

So now i go to that file and press the delete key, continue with this operation and it comes up saying "You do not have the permission to delete this file" Funny, i'm the admin :S
It has nothing to do with being admin. Microsoft long ago made the design choice that a binary file that has been loaded into memory cannot be modified on the disk, for security and stability reasons. So as long as that program is loaded into your RAM, you can't delete it. Check your active processes, close the ones related to the program in question, and then try again.

So i go to properties etc and try to fix it... still it comes up saying i am not the admin -.-
Again, it didn't say you weren't admin. It said you didn't have permission to change the file, because the file is being accessed and locked by another process. Nothing to with being an admin.

So i scratch that and start deleting random files off this computer that i don't need... Videos etc etc.
So now i'm at 25gb out of 80gb space.
My antivirus then plays up and says it cannot start and is starting to turn off the computer whenever it feels like it -.-
Looks like some of those "random files" were part of your antivirus program. Way to go.

FYI, antivirus programs are usually worse than the viruses they protect you against. Get rid of that crap, especially if you are doing extensive system maintenance.

So i disable the internet, stop all services for the file and try to uninstall it.
Ironically it doesn't let me uninstall the program because it doesn't want to go -.-

If you are referring to the antivirus program, then yeah, they can be hell to get rid of. Part of their design, and part of why it's usually a bad idea to use them. If your AV is acting up, you're usually better of just formatting and reinstalling from scratch.

So this is why i hate Pcs but love Macs.

Macs delete stuff when they have to be deleted, they install stuff easily and uninstall stuff just as easy.
You drag something to the bin and it goes.
You get an error message and that program will never bother you again.
You log on quickly
You log off quickly.

Pcs GDIAF!
Well, since you don't seem to be very good with PC's, Macs might be better for you. If you prefer them, use them.

I usually format a pc, install basic programs, and make sure those few basic programs work, when I sell a computer.

What's the point in not to? Do you buy a bucket, fill it with sludge and pour that sludge somewhere, leaving the bucket dirty, then selling the bucket in its filthy state to someone else?

Actually, are you planning to sell a computer you've used your credit card information on? Because simply reformatting the hard drive wouldn't get rid of the information; the only way to truly erase something on a computer involves either a magnet or an object built for clubbing.

Seriously, Vista on a Sempron was never a good idea. XP would work much better on that PC (and in my opinion, any PC).
Vista runs better on my PC.

What I recommend you do is if you have the option to get a disk wiper program. Basicly something that runs and puts 010101010101 all over your hard drive. Then go and reinstall the OS. It's kinda a tedious process, but it gets the job done easily enough if you have time on your hands to let it run for a while. Got rid of a rather nasty virus that way that kept reinstalling itself after reformatting once.

On a side note PCs are better then Macs. >.> Okay that's enough of that. XD Though I think a Linux system, Ubuntu, would work better for you then Vista if you have a desire to learn a bit more complex, but reliable operating system.

EDIT: Despite what Stompy said a much less permanent solution to that is using the program. It erases everything. Set it to wipe the disk 99 times (Yes it's a bit overkill) and it forces all remnant information off your hard drive because it's entirly filled with 01's. Works like a charm. =)
