When? If you mean the Roman Empire, they conquered half of Europe. The British Empire ruled over India, America, Canada, Falklands

Half the known world isn't much of an exageration. Admittedly the "known" world wasn't so large back then, but the Romans (at times during the Republic, the Empire and the badly defined bit in between) had most of western europe, the top of Africa, and large slabs of Asia Minor. For most people that was the known world, and was depicted as such on maps, although the Romans had contact with the Chinese, at least later on in their Empire.

Strictly speaking, attacking the USSR wasn't that bad a move. War with them was inevitable, better to strike as soon as you think you've sufficiently dealt the British Empire than wait for the USSR to be ready to attack you.
On the other hand, he did like to micromanage things he didn't understand very well.
