Why is so little invested in voice acting?

Pull a random 500 people off the street to do voice acting and I can guarantee less than half (and that's being generous) will sound any good if you gave them only an hour to record lines. Voice actors get paid what they are paid because they are in fact actors.

if the series is a fairly popular one like fallout you could probably get hundreds to do that for free.
