Why is the 9mm so under powered?

Nearly anything that has been invented as a weapon can kill in one hit if the hit is good enough, so there'd be no point to big weapon lists if weapons were truly realistic in the amount of damage they did. Armour (and how things cope with it) would be the only thing that really needed to be taken into account.
