Power does not corrupt. But the corrupt, like many other people, do seek power. Because the corrupt are corrupt, they are willing to do whatever it takes to get power. Because they are willing to do whatever it takes to get power, they are more likely to get it.
Example: Many robbers/muggers in ancient Britain became very successful, and used the money they stole to purchase patents of nobility. I kid you not.
The people who gain power initially might be corrupt, but at least they are competent and generally speaking, reasonably intelligent. However, their children are often spoiled rotten. Intelligence is actually largely a matter of emotional maturity, logical fallacies are often derived from egotism and selfishness, and people born rich often don't have to deal with the harsh realities of the world we live in. Consequently, being spoiled from a young age, as rich people often are, generally results in a person being stupid. Combined with the fact that their parents often came into power by being corrupt, and people born into power are often both corrupt and stupid.
Then they try to restructure society to preserve the status quo so they stay in power. Through the sheer brute force of their resources, they often succeed, meaning most societies often wind up being run by stupid, immoral people.
"why is the world run by idiots?" my answer, because most people on it belong to that demographic.
funny thing... philosophers have been wondering about that very thing for thousands of years... some things never change, huh?
First of all, because people screw up. Secondly, I think it takes a certain level of insanity to actually want to be a world leader.
the politicians cant just go 'well okay, here have all the funding for hospitals and cancer research! oh and shut down the military!. Lets close down all polluting industry while we are at it!" Some people seem to think a politician could do these things without bringing down their society, but they are just dicks.
Because we see a small part of their lives, jaded by bias and slander through the media to make everyone worse than they really are. Endless tabloid magazines and rumors circulate about people we can only think about, not really meet or understand. Their motives are impossible to understand and are portrayed inaccurately, we don't know what else is going on in their lives, and we treat them inhumanly, because we only see those who we really know as human. Humans have lives and intentions, dreams, ideas, loves, hates, while these icons of industry and mechanization are merely figureheads for a normally faceless corporation. We call them idiots because we, by nature, like to feel superior, and everyone who relays the information knows this well. A magazine cover talking about how awesome the president is and how he is doing a pretty good job considering the situation CAN NOT COMPETE with another next to it talking about the latest scandal in DC.

Perhaps they only seem stupid because they are being compared to your personal standard of intelligence.
It is quite the claim to suppose that ones personal opinion is objective.

Since I doubt you've ran the world before, you can't really judge them. You do realize presidents can't just do whatever they want right? They need to go though a lot of hoops, please a lot of people, and be very good at speeches and arguments just to do the simplest, most logical things (see US politics 'rich people should pay a bit more tax' 'NO WE SUFFER POVERTY JUST LIKE THE MAJORITY OF AMERICANS I CAN'T FEED MY KIDS WITH 6 FIGURE SALARY') Perhaps you're underestimating the hardships of running AN ENTIRE COUNTRY
Because at the end of the day you vote for one idiot or another, and that's just about the only thing you or the general public can do. They can pretty much do anything they like post-election whether people like it or not, it's only if they meet extreme public opposition that they can't.
my impression of it is that smart people tend to be "hermits" while the "average person" is far more social and therefore, can gather votes.
i mean, my intelligence has only been rated as "extremely high" and not a proper number (due to some rules/regulations they had), i could never be able to socialize like a "normal" person.

Because the majority of people are stupid and those who have power also have money and thus no need of any kind of mental ability that involves thinking about people other than themselves...
