Why my TV's volume is always wrong

The thing is, it's been a problem for as long as I can remember, back when VHS was state-of-the-art, and it doesn't look like it's getting any better. So my question is, anyone know why? Or if you don't know, do you have any theories?

That doesnt seem like much of a problem nowadays.

the sound problem I notice is when channels will play their content at a lower volume thens ome commericals.

I've always assumed it was a problem with trying to run surround sound through stereo speakers. Or maybe your speakers just aren't properly calibrated.
